日々のスポーツ現場で、子どもの権利を守りながら活動するためのセーフガーディングの基礎知識を一緒に学びましょう。応用研修は8月に開催予定。

⼀般社団法⼈S.C.P. Japan（以下「S.C.P. Japan」と表記）は、2020年の設立当初よりセーフガーディングの取り組みに力を入れ、あらゆるスポーツ現場で一人ひとりの人権が守られるよう、啓発活動や研修実施などを実施してきました。また、2022〜2023年の2年間はスミセイコミュニテイスポーツ推進助成を受けて、専門家の皆さまにご協力いただきながら、スポーツ組織向けのセーフガーディング研修（基礎編・応用編）のカリキュラム開発を行ってきました。この度、開発後初となるセーフガーディング応用研修の実施（2024年8月予定）に先立ち、6月に基礎研修を開催することとなりましたのでお知らせいたします。

応用研修への参加には基礎研修の修了が必須となりますので、ぜひご関心のある方は基礎研修へお申し込みをいただけますと幸いです。

カリキュラム開発と内容について

「スポーツにおけるセーフガーディング研修（基礎編・応用編）」のカリキュラムは、認定NPO法⼈ CAPセンター・JAPAN様にご協⼒いただき、弁護⼠でジャパンセーフスポーツプロジェクトの代表を務める杉⼭翔⼀⽒監修のもと、開発を進めてきました。さらに、応用編の開発では、上記の専門家の方々に加えて、イギリスにおけるセーフガーディングに精通する、鹿屋体育大学の教授であり、アスリート・セーフガーディング研究所設立発起人の森克己教授にも監修をお願いし、今年3月にようやくカリキュラムが完成しました。多くの専門家の皆さまにご協力いただいたお陰で、2024年度は基礎編と応用編の２本立てで研修をお届けできることとなりました。

今回6月に実施する基礎編は、セーフガーディングの取り組みのゴール（日々の活動でセーフガーディングが実践されている状態）を目指すために、なぜそもそもセーフガーディングは必要なのか？について様々な角度から考えます。そして、参加者の皆さまがその必要性を納得感を持って理解した上で、セーフガーディングを推進する実践者としてご活躍いただけるよう、土台や軸を再確認していく研修となります。そして、8月に実施する応用編では実際に取り組みを始めるためには何をしたら良いのか、自団体で文書や体制を整える際の方法や留意点・必要なツールを手にし、適切にそれらを運用できることを目指します。また、実際に安心・安全を脅かす事案が起こった際にどのように対応するのかについても考え「もしも」に備えます。
*応用研修に参加するためには、基礎研修への参加・修了をお願いしております。（2023年にS.C.P. Japanが開催したスポーツにおけるセーフガーディング基礎研修を受講された方は、応用編からのご参加が可能です）。

・セーフガーディングとは（背景・定義）
・安⼼・安全を脅かすこと・⾏為
・スポーツの現場で安⼼・安全が脅かされている例
・あらゆる形態の暴⼒や抑圧が容認・黙認・温存されてしまうスポーツ界の特徴

②セッション２
・⼈権とは／⼦どもの権利とは何か
・⼦どもに対するマルトリートメント（不適切な関わり）の⾒えにくさ
・⼦ども（選⼿）とおとな（指導者）の⼼理状態
・安⼼・安全を脅かす⾏為（⼈権侵害）をなかったことにしないために
・相談をされた時にあなたにできること

③セッション３
・セーフガーディングと⼒の不均衡
・セーフガーディングでやるべきこと
各セッションの最後には、質疑応答の時間を設けています。

３．講師：

井上由惟⼦（S.C.P. Japan）
元⼥⼦サッカー選⼿。引退後はJICA協⼒隊の体育隊員として２年間ブータンで過ごし、帰国後は⽇本サッカー協会や⽇本障がい者サッカー連盟などで勤務し、筑波⼤学⼤学院「スポーツ国際開発学共同専攻」の修⼠課程を修了。2020年⼀般社団法⼈S.C.P. Japanの設⽴に関わり、団体内のセーフガーディングポリシーの策定や相談窓⼝の設置などを担当。スポーツ関連団体向けのセーフガーディング研修の講師も務める。

４．参加対象：
セーフガーディングに関⼼のある⽅、組織でセーフガーディングの担当を任されている⽅・またはこれから任される可能性がある⽅、スポーツ現場で⼦どもと関わる活動をされている⽅・保護者、安⼼・安全なスポーツの環境づくりに関⼼のある⽅、安⼼・安全な指導のあり⽅を学びたい⽅など

※本研修を通じて参加者の皆さまと⼀緒に⽬指したい姿
・⼦どもの権利を守りながら、⼦ども・選⼿の⼒を最⼤限発揮させることのできる、またはそのために努⼒することができる
・⼦ども・選⼿以外にも、弱い⽴場におかれている⼈に対して寄り添い、⾃分の⼒と特権を使うことができる
・アクティブバイスタンダーとして、⾒て⾒ぬふりする傍観者ではなく、何かしらの⾏動を起こすことができる
・上記の事項を通して、スポーツ現場を安⼼・安全なものにし、スポーツの価値を守り続けることができる

S.C.P. Japan to Hold the “Foundational Safeguarding in Sport Training” Online in June — Completion Opens the Door to the Applied Training in August

Join us this June to learn the fundamentals of safeguarding — essential knowledge for protecting children’s rights in everyday sports activities.
Those who complete the foundational training will be eligible to participate in the Applied Training scheduled for August 2024.

Background

Since its establishment in 2020, S.C.P. Japan (Sport for Creating Pathways Japan) has been actively engaged in safeguarding, promoting awareness and delivering training to help ensure that everyone’s rights are respected in all sports environments.

From 2022 to 2023, with support from the Sumisei Community Sports Promotion Grant, S.C.P. Japan collaborated with experts to develop the curricula for both the Foundational and Applied Safeguarding in Sport Trainings.

Ahead of the first delivery of the Applied Training this August, we are pleased to announce the Foundational Safeguarding in Sport Training to be held in June.

Completion of the foundational course is required to participate in the applied program. We encourage everyone interested in safeguarding to join the foundational training first.

Curriculum Development

The Foundational and Applied Safeguarding in Sport Trainings were co-developed with Certified NPO CAP Center JAPAN, under the supervision of Mr. Shoichi Sugiyama, lawyer and representative of the Japan Safe Sport Project.

For the applied curriculum, further guidance was provided by Professor Katsumi Mori of the National Institute of Fitness and Sports in Kanoya, an expert in UK safeguarding systems and founder of the Athlete Safeguarding Institute.

Thanks to the collaboration of these experts, the curricula for both levels were completed in March 2024, allowing S.C.P. Japan to offer both the foundational and applied courses this fiscal year.

About the Foundational Training (June 2024)

This training explores why safeguarding is necessary and what it means to create an environment where safeguarding is practiced daily.
Participants will deepen their understanding of safeguarding from multiple perspectives and clarify their roles as practitioners who promote safety and human rights in sport.

In contrast, the Applied Training in August will focus on how to implement safeguarding in one’s organization — including creating policies, setting up structures, using practical tools, and preparing to respond appropriately when incidents occur.

(Those who completed the 2023 Foundational Training by S.C.P. Japan are eligible to participate directly in the applied course.)

What is Safeguarding? (Background & Definitions)
Behaviors and actions that threaten safety and well-being
Real examples from sports settings
Cultural and structural factors that allow violence or abuse to persist in sport

Session 2

What are Human Rights and Children’s Rights?
The invisibility of maltreatment (inappropriate behavior) toward children
Understanding the psychological states of children (athletes) and adults (coaches)
Preventing human rights violations from being ignored or silenced
How to respond when someone confides in you

Session 3

Power imbalance and safeguarding
What needs to be done to promote safeguarding
(Each session will include a Q&A segment at the end.)

3. Instructor
Yuiko Inoue (S.C.P. Japan)
Former women’s football player. After retiring, she served as a JICA Physical Education Volunteer in Bhutan for two years. Upon returning to Japan, she worked for the Japan Football Association and the Japan Inclusive Football Federation.
She completed her Master’s in Sport and Olympic Studies (Joint Master’s Program in International Development and Peace through Sport) at the University of Tsukuba.
As a founding member of S.C.P. Japan, she leads the organization’s safeguarding policy development and consultation mechanisms, and serves as an instructor for safeguarding trainings across sports organizations.

Through this training, participants will aim to:

Protect children’s rights while helping athletes reach their full potential
Stand with and support those in vulnerable positions, using their own influence responsibly
Act as active bystanders, taking action rather than remaining silent
Contribute to safer, more respectful sports environments that uphold the true values of sport
