公益財団法人スペシャルオリンピックス日本とS.C.P. Japanが連携協定を締結 Special Olympics Nippon and S.C.P. Japan Sign Partnership Agreement
〜障害の有無にかかわらず、誰もが安心・安全に、自分らしく楽しめるセーフスポーツの実現を目指して〜
一般社団法人 S.C.P.Japan（代表：井上由惟子）は、公益財団法人スペシャルオリンピックス日本（以下、「SON」という）（理事長：平岡拓晃）と、障害の有無にかかわらず、誰もが安心・安全に自分らしく楽しめるセーフスポーツの実現を目的とする連携協定を締結しました。
本協定を通じて、スポーツ現場でのハラスメントや虐待等の予防・適切な対応を含むセーフガーディングの推進に取り組み、知的障害者スポーツ分野におけるスポーツ環境の質の向上を図ってまいります。また、双方が持つ知見やネットワーク、リソース等の強みを活かしながら、相互に連携・協力する体制の構築を進めてまいります。
【連携事項】
- アスリート、ユニファイドパートナー、指導者、ボランティア、役職員等を対象としたセーフスポーツ及びセーフガーディングに関する知識の普及・啓発・情報発信（eラーニング等）に関すること
- セーフスポーツ及びセーフガーディングに関する調査研究並びに、知的障害のある人たちにおけるセーフスポーツの推進に関すること
- アスリート、指導者、関係者等を対象とした講習・研修等の実施に関すること
- その他、本協定の目的達成に必要な連携・協力に関すること
また、本連携協定の一環として、日本財団の助成（※1）を受け、知的障害のある子どもや成人アスリートの指導に関わる指導者等を対象に、セーフガーディングの基礎について学ぶことができるeラーニング教材を開発しました。
(※1) S.C.P. Japanは、日本財団の助成を受け、2025年4月より「スポーツにおける子どもの安全保護（セーフガーディング）システムの構築プロジェクト」に取り組んでいます。
本プロジェクトは、国際オリンピック委員会（IOC）が2024年に発表した「スポーツにおける対人暴力（Interpersonal Violence）とセーフガーディング」に関するコンセンサス声明（IOCコンセンサス）や、国際サッカー連盟（FIFA）が公表しているセーフガーディング関連資料（FIFA Guardians）など、国際的な知見を参考に、日本のスポーツ現場において実践可能なセーフガーディングの仕組みづくりを目指すものです。
■eラーニング「子どもとアスリートのセーフガーディング基礎コース＜知的障がい編＞」の開発
本eラーニングでは、
- セーフガーディングの基本概念
- 子どもの権利とニーズ
- 信頼される大人としてのあり方
- 虐待、不適切な行動とは何か
- 組織としての取り組み
といったセーフガーディングに関する基本事項に加え、特に、知的障害のある子どもや成人アスリートに関する
- 直面しやすいリスク
- 私たち大人が取るべき対応
などを体系的に学ぶことができます。

Working Together to Create Safe and Inclusive Sport Environments Where Everyone Can Thrive and Experience the Full Benefits of Sport
General Incorporated Association S.C.P. Japan, represented by Yuiko Inoue, has signed a partnership agreement with Special Olympics Nippon (SON), chaired by Hiroaki Hiraoka, to promote safe sport environments where everyone can enjoy sport safely and confidently, regardless of disability or other backgrounds.
Through this partnership, S.C.P. Japan and SON will work together to advance safeguarding in sport, including the prevention of and appropriate response to harassment, abuse, and other forms of harm. The partnership aims to contribute to improving the quality of sport environments, particularly in the field of sport for people with intellectual disabilities. Both organizations will also strengthen collaboration by sharing their knowledge, networks, and resources.
Areas of Collaboration
The partnership will focus on the following areas:
- Promoting awareness, education, and information sharing on safe sport and safeguarding, including through e-learning, for athletes, Unified Partners, coaches, volunteers, board members, staff, and other stakeholders.
- Conducting research and promoting safe sport for people with intellectual disabilities.
- Providing training and educational opportunities for athletes, coaches, and other stakeholders.
- Any other activities necessary to achieve the objectives of this partnership.
As part of this partnership, and with the support of The Nippon Foundation, S.C.P. Japan has developed an e-learning course for coaches and others involved in sport activities for children and adult athletes with intellectual disabilities.
Note: Since April 2025, S.C.P. Japan has been implementing the “Safeguarding System Development Project for the Protection of Children in Sport” with the support of The Nippon Foundation. This project draws on international knowledge and resources, including the International Olympic Committee’s 2024 Consensus Statement on Interpersonal Violence and Safeguarding in Sport, as well as FIFA’s safeguarding resources, FIFA Guardians. The project aims to develop practical safeguarding systems that can be implemented in sport settings in Japan.
Development of the E-learning Course
“Introduction to Safeguarding Children and Athletes: Intellectual Disability Edition”
This e-learning course provides foundational knowledge on safeguarding, including:
- the basic concept of safeguarding
- children’s rights and needs
- the role and responsibilities of trusted adults
- what constitutes abuse and inappropriate behaviour
- organizational approaches to safeguarding
In addition, the course offers structured learning on issues particularly relevant to children and adult athletes with intellectual disabilities, including:
- risks they may be more likely to face
- appropriate actions adults and organizations should take

The e-learning course is scheduled to be made publicly available from July 2026. Through the partnership with SON, the course will also be introduced to coaches, staff, volunteers, and other stakeholders within the Special Olympics community.
For SON-certified coaches, SON will provide separate guidance on how to access the course from October 2026 onwards. Eligible coaches will be able to take the course free of charge by following the instructions provided by SON.
