スポーツ組織向けの「スポーツにおけるセーフガーディング応用研修」を実施 Implementation of the “Applied Safeguarding in Sport Training” for Sports Organizations

2024年8月から9月にかけて、一般社団法人S.C.P. Japan（以下、S.C.P. Japan）が主催・運営する「スポーツにおけるセーフガーディング応用研修」を初開催しました！

私たちS.C.P. Japan は、2022〜2023年にスミセイコミュニテイスポーツ推進助成を受け、専門家の皆さまにご協力いただきながら、「スポーツにおけるセーフガーディング基礎研修／応用研修」のカリキュラム開発を行ってきました。「スポーツにおけるセーフガーディング基礎研修」は、セーフガーディングの取り組みのゴール（日々の活動でセーフガーディングが実践されている状態）を目指すために、なぜそもそもセーフガーディングは必要なのか？について様々な角度から学び、そして、その必要性を理解した上で、セーフガーディングを推進する実践者としてご活躍いただけるよう、土台や軸を再確認していく研修となっています。

今回初めて実施した「スポーツにおけるセーフガーディング応用研修」では、基礎研修で取り扱った内容を活かし、実際にセーフガーディングの取り組みを始めるためには何をしたら良いのか、自団体で文書や体制を整える際の方法や留意点・必要なツールを手にし、適切にそれらを運用できることを目指し、万が一、安心・安全を脅かす事案が起こった際に、どのように対応できるのかを参加者の皆さんと学びました。

応用研修には、中央競技団体や統括団体、地域スポーツ団体、企業より19人のスポーツ関係者や法律関係者の方々にご参加いただきました。研修では、組織で行うセーフガーディングの具体的な施策として「セーフガーディングポリシー（指針）」「行動規範」「相談報告窓口の設置および対応手順の策定」を中心に、海外の事例も用いて紹介し、チャットやオンライン黒板ツール等を使用しながら多くのワークを行い、学びを深めました。そして、セーフガーディングにおける日本の課題にアプローチするために、どのように組織内、またはスポーツ界全体で取り組んでいけるか等議論を交わしました。研修後終了後の事後アンケートでは、応用研修全体の満足度として、参加者の9割以上が満足・大満足と回答しました。

  • 良い意味で想像以上に深くどこからスタートしていったら良いのか頭を悩ませられました。だからこそですが、一つ一つをしっかりと整理して進めていきたいと感じます。
  • 様々なことを系統立てて学ぶことができ、有意義な研修でした。特に海外の事例を学べたのは非常に良かったです。
  • セーフガーディングを推進するための実績的な講義内容だった。
  • 様々な情報を、ポジティブに整理して伝えていただいた。
  • 現組織内のセーフガーディングの見直しや新たな検討課題を見つけることができました。

From August to September 2024, the General Incorporated Association S.C.P. Japan (hereinafter referred to as S.C.P. Japan) held the first-ever “Applied Safeguarding in Sport Training.”

S.C.P. Japan received the Sumisei Community Sports Promotion Grant (2022–2023) and, with the support of experts, developed the curricula for both the “Foundational Safeguarding in Sport Training” and the “Applied Safeguarding in Sport Training.”

The Foundational Training focuses on understanding why safeguarding is necessary in the first place and what it means to create an environment where safeguarding is practiced daily. Participants explore these themes from various perspectives and reflect on their roles as practitioners who will lead safeguarding efforts in their organizations.

The Applied Training, conducted for the first time this year, builds on the foundational course. Participants learned how to begin implementing safeguarding practices in their own organizations — including how to establish structures, create documentation, and manage safeguarding systems effectively. The training also addressed how to respond appropriately when incidents that threaten safety or well-being occur, using practical examples and interactive exercises.

A total of 19 participants, including representatives from national and regional sports federations, umbrella organizations, local sports bodies, corporations, and legal professionals, took part.

During the sessions, participants studied key organizational measures such as safeguarding policies, codes of conduct, and consultation/reporting systems, while also reviewing international best practices. Through the use of online collaboration tools and group discussions, they deepened their learning and explored how to advance safeguarding initiatives within their organizations and across the broader Japanese sports sector.

In post-training surveys, over 90% of participants reported being satisfied or very satisfied with the overall program.
