スポーツにおけるセーフガーディング普及に向けた海外視察(2024.10.23-11.1) On Saturday, March 1, 2025, S.C.P. Japan hosted the “Mazekoze Football Festival” at SAL SPORTS PARK OTAKANOMORI, near Nagareyama-Otakanomori Station in Chiba, Japan.
SFTC会員等事業支援プログラム「SFTアクション＋（プラス）」I期にご採択いただいた事業で、2024年10月下旬に世界でもセーフガーディングの取り組みが進んでいるイギリスと、最近法律が変わりセーフガーディングの仕組みづくりが動き出したスペインに足を運び、国内でのセーフガーディング普及に向けた海外視察を行いました。
＜イギリス＞
海外視察初日はロンドンに。イングランドFAに所属するDisability Pathway担当のJonathanさんとSafeguarding担当のDavidさん、Cathyさんに、イングランドFAの先進的な取り組みについてお話しを伺いました。制度の構築プロセス等について、どのような道のりを歩んできたかなどを聞いたり、日本とイギリスの現状について情報交換等を行ったりと、Passionに溢れた1日でした。

続いて、アーセナル女子のアカデミーの練習にお邪魔させてもらい、アカデミーの全体的な取り組みやセーフガーディングについて、クラブの視点からアカデミーダイレクターのHannahさんにお話を伺いました。

＜スペイン＞
スペインでは、FCバルセロナ財団に勤務するMarisaさんとAlexさんと情報交換を行い、セーフガーディング担当のLauraさんにセーフガーディング制度や指導者への研修内容について詳しくお話を伺いました。

また、スペイン北東部の地中海岸にあるカタルーニャのカタルーニャサッカー協会にも訪問しました。カタルーニャ協会に勤めるNoelさんがカタルーニャ協会の取り組みや指導者資格、カタルーニャの指導現場の現状についてお話しをしてくれました。

そして今回の海外視察の最後には、FCバルセロナアカデミーとFCバルセロナの障がい者サッカーチーム Genuine（Barça Genuine Program）の活動を見学に行き、セーフガーディングがどのように現場の実践にまで落とし込まれているのか、アカデミーダイレクターやGenuineのコーチ・スタッフ陣にお話を伺いました。

As part of the SFTC Member Project Support Program “SFT Action+ (Phase I),” we conducted an overseas study tour in late October 2024 to the United Kingdom, where safeguarding practices are highly advanced, and to Spain, where recent legal changes have begun to drive the development of safeguarding systems. The purpose was to gather insights to promote safeguarding in Japan.
＜United Kingdom 🇬🇧＞
The first day of the study tour was in London. We met with Jonathan (Disability Pathway), David and Cathy (Safeguarding) from The Football Association (The FA) to learn about the FA’s advanced initiatives. We discussed the process of establishing safeguarding systems, shared experiences, and exchanged information about the current situations in Japan and the UK. It was a day full of passion and valuable insights.

Next, we visited the Arsenal Women’s Academy, where Academy Director Hannah shared the club’s overall approach, including safeguarding measures from the club’s perspective.

＜Spain 🇪🇸＞
In Spain, we exchanged information with Marisa and Alex from the FC Barcelona Foundation and learned in detail about safeguarding systems and coach training from Laura, the foundation’s safeguarding officer.

We also visited the Catalonia Football Federation in the northeastern Mediterranean region of Spain. Noel, who works at the federation, shared information about their initiatives, coaching certifications, and the current situation on the ground in Catalonia. During meetings, Noah, who was playing futsal in Spain at the time, provided Spanish interpretation support.

Finally, we observed activities at the FC Barcelona Academy and the FC Barcelona disability football team, Genuine (Barça Genuine Program), to see how safeguarding is implemented in practice. We spoke with the academy director and the coaches and staff of Barça Genuine about their approach.
