【アドボカシー】セーフスポーツ｜子どもが安心してスポーツを楽しめる社会へ Joint Advocacy for Safe Sport

― 国内7団体と5名のアスリートと共にスポーツ庁に共同要請、セーフスポーツの法制化を訴える

2025年11月28日、国内の7つの団体と5名の個人アスリートが、河合純一スポーツ庁長官に宛てた共同書簡を提出し、「セーフスポーツ」を日本に根づかせる政策の導入を求めました。

S.C.P. Japanも賛同団体としてこちらの活動に賛同・参加させていただきました。

この要請は、スポーツの現場における暴力・暴言、差別といった人権侵害を根絶し、誰もが安心してスポーツに取り組める社会を実現するための、重要なアドボカシー活動の一環です。

スポーツ界に潜む暴力

ヒューマン・ライツ・ウォッチが2020年に発表した報告書『「数えきれないほど叩かれて」：日本のスポーツにおける子どもの虐待』では、学校や地域、トップアスリートの現場に至るまで、暴力やハラスメントが習慣化している実態が明らかにされました。

その報告をきっかけに、2021年には複数の団体が「日本版セーフスポーツ・センター」の設立を政府に求めるなど、継続的な働きかけが行われてきました。そして、2025年にスポーツ基本法が改正され、国がスポーツにおける暴力等の防止措置を講じることが義務付けられました。

こうした確かな変化を確実なものにしていくためには、今こそ、共通の課題意識を持つスポーツ団体や人権団体、そしてアスリートが手を取り合い、声を上げていくことが重要です。

S.C.P. Japanとしての決意

S.C.P. Japanでは設立以来、「セーフガーディング（Safeguarding）」の視点から、あらゆる子どもが安心してスポーツに取り組める環境づくりに取り組んできました。

今回のアドボカシー活動においても、現場の声を届けること、そして、国全体での制度設計に寄与することの意義を強く感じています。

現場の安全・人権を守るための仕組みを学び、広めること

スポーツは、人の成長と喜びを育むものであるべきです。

On November 28, 2025, seven civil society organizations and five individual athletes submitted a joint letter to Junichi Kawai, commissioner of the Japan Sports Agency (JSA), urging the agency to introduce policies to establish and promote Safe Sport in Japan.

Sport for Creating Pathways Japan (S.C.P. Japan) participated in this effort as one of the signatory organizations.

This joint appeal is part of a broader advocacy movement to eliminate violence, verbal abuse, and discrimination in sports settings and to create a society where everyone can safely participate in sports with dignity.

Abuse in the World of Japanese Sports

In 2020, Human Rights Watch published a report titled “I Was Hit So Many Times I Can’t Count: Abuse of Child Athletes in Japan”, revealing the normalized use of corporal punishment and systemic abuse in sports—from grassroots teams and schools to elite competition.

Following this report, in 2021, several organizations—including S.C.P. Japan—called on the government to establish a Japan Center for Safe Sport. Since then, advocacy efforts have continued. In 2025, a major milestone was reached when the Basic Act on Sport was amended to require the national government to take measures to prevent abuse in sports.

Turning Change into Lasting Reform

To ensure that this progress results in meaningful change, now is the time for organizations and athletes who share common concerns to come together, raise their voices, and advocate for comprehensive reform.

Since its establishment, S.C.P. Japan has worked from a safeguarding perspective to create environments where all children can enjoy sports safely.

This joint advocacy effort reaffirms our belief in the importance of amplifying voices from the field and contributing to the development of a national system that protects the rights and safety of all athletes.

Reject the normalization of abuse as “inevitable”
Learn about and promote systems that protect human rights and safety in sports environments
